First Zhou state to annex another?

Removed this sentence: "Zheng was the first Zhou state to annex another state, Xi, sometime between 684 and 680 BC."

Inconsistent with the fact that Xi was annexed by Chu (state) and Chu annexed E (state) in 863 BCE. See also List of Zhou dynasty states which states Zheng conquered/annexed 東虢國, 胡國, 鄶國, 戴國, 祭國 in the 700s BCE as well way before 684 BCE.
