- Keep Prospect Avenue appears to be a fairly notorious street in Kansas City; this article explains its decline, and provides some very thorough coverage. - Prospect Avenue, the subject of the article, is a slab of asphalt, so it can't really "decline" or "be revived" (other than developing potholes and being repaired).
